We have an OT patient that the Occupational therapist would like to Needle. Could the PT Needle the patient without establishing a Plan of Care and having the OT bill the patient for the modality?

No, from a clinical perspective I would not needle a patient that was not formally evaluated for the appropriateness, and safety of DN. From the billing perspective that would be one profession billing for a service that was performed by a different profession, and that is not legal.
