If you have significant concerns in one area you can alway trial other areas that said I have never had an issue with Keloids with DN. The other issue is the why you are needling it- is it a painful scar- or restricted? Painful scars do really well with DN- if the scar is significantly restricted (maybe because of the keloid) then I would not have as high of expectation and may not needle it for that reason. You do not need to necessarily needle directly into the scar and can needle around it- remember you can also team that with cupping and manual therapy they are great in conjunction.

I have treated individuals with keloid scars and have not had any problems in the past. If you are concerned with creating the formation of a scar, I would think that the lesion from a needle is so small, that it wouldn’t be a problem.
If I’m utilizing needling for pain control near a keloid scar, I like to use high frequency estim to create a vibrating effect.
